The City Engineer will presented a report on Stormwater on Monday, May 20 at 6 pm. Councilor Murphy has been asking for a report and the date has been set. The report was a disappointment: just the fianacials.
Monday February 5, 2024 Dr. DeFranco and Mr. Williams spoke during public comments. They are featured in an excellent video from 2015 about turbid water in Hoover.

ADEM
ADEM has posted all written comments submitted prior to the Oct. 19 Public Hearing (ADEM efile ALS000027). The hearing videos have been posted. The comments submitted after the hearing and the hearing transcripts have not been posted. Birmingham's NPDES permit has been posted; Hoover's has not. Hoover and Birmingham were on the same timeline, however Birmingham did not have a public hearing.
Public Money on Private Property
Hoover has held that public money can't be spent on private property. Specifically, this is a rationale for denying upgrades and repairs to the stormwater management system in Hoover.
Recently the city has expended considerable funds on private property. For example:
Lake Forest Circle, the lake and dam at Riverchase $3,000,000
Establish a health care district at Riverchase on private property (Regions Bank) with tax abatements and cash $3 million years 1 and 2, $2 million years 3 and 4 etc. Signature Homes will build townhomes on the property. https://hooversun.com/businesses/hoover-announces-riverwalk-village-health-care-mixed-use-dev/
On Monday, March 18, Broad Metro was allowed to explain its plans for Stadium Trace Village Phase 2. When asked by a council member how many letters of intent (LOI) had been sent to Hoover during negotiations taking over one year, the answer was seven. Just before the meeting, the mayor removed the Performing Arts Center from the development, no reason was given. Two councilors stated that this was their preferred location for the Performing Arts Center. Remember that the city borrowed about $17,000,000 for this center over a year ago (January 2023) and is paying interest. This site and one other would cost the city money, but according to a council member are the only two that are appropriate. This is the second occasion where dance recitals were used to justify the need for this facility. The city stated this was a good deal for both the developer and the city. Based on tax incentives the developer was to eventually earn 70% or more of costs. Mr. Cadish was observed shaking his head throughout the city's presentation. The stormwater management plan, primarily from detention ponds appears solid; no mention of the need or capacity to clean the ponds was made.
