Stormwater Management Program Plan
The city is required, under the NPDES permit, to solicit and consider public input as it updates the SWMPP. After several communications with the city, it has agreed to post the draft SWMPP on its website so the public can comment. The city anticipates posting the draft by Monday April 14, 2025. The SWMPP must meet and can exceed the requirements of the NPDES Permit. You can see the permit here on Page 50:

The city has failed to meet requirements in previous SWMPPs, these impact flooding, water quality, and debris, sediment and trash in local waterbodies.
Please read and make comments on the draft permit. Send email comments to stormwater.drainage@hooveralabama.gov
It would be helpful if you would copy comments to info@hoovermonitor.com so we can document comments and determine if comments were considered in the new SWMPP.
Amended Erosion and Sediment Control Ordinance
The city is proposing amendments to this ordinance. This process started over one year ago and may be completed next month. The city has not offered it for public comment at this time. However, we will pursue an opportunity for comments and keep you informed.
The major type of water pollution is sediment. Sediment enters waterbodies from construction sites and should be controlled. Area waterbodies have been damaged by sediment and erosion. Lakes fill with sediment, debris, and trash. The city refuses to take responsibility after the fact for failures to inspect and enforce this ordinance.
