January 3, 2023 City Council conducted a first reading of Resolution 6864-23 A RESOLUTION GRANTING CONDITIONAL USE APPROVAL TO ALLOW TO UTILIZE THE PROPERTY AS A VENUE FOR PUBLIC AND PRIVATE EVENTS FOR THE PROPERTY LOCATED AT 613 SANDERS ROAD AND 2421 SAVOY STREET, HOOVER, ALABAMA
The plan describes parking for 68 vehicles and no additional stormwater infrastructure. The Hare Farm property is in Bluff Park. The plan states "Parking lot and entrance drive to be asphalt pavement or a combination of asphalt pavement and pervious paving." Future Hoover calls for low-impact development including previous paving. Planning and Zoning approved the plan. A condition could be to require all paving to be pervious. Adding 68 impervious (asphalt) parking spaces and a drive/entrance is likely to increase run-off. An engineering study for flooding was not included in the proposal. Flooding is frequent along Sanders Road and in areas below and east. Thus, the reduction of greenspace and no increase in stormwater infrastructure (retention or detention) is a concern.
