Flood prevention versus recreation; Where is the priority?

The project was a survey of recreational amenities. The original budget 2023 approved $35,000 for AMSRV with a $50,000 donation from Signature Homes. This was increased by $100,000 from the city in the budget.
The resolution was approved at $239,000 with $50,000 from the donor. The project is now a survey and a plan for future need as well as the inventory.
The city claims that recreation is a money maker for the city. However, recreation is also expensive, with reoccurring expenses. Recreation brings value to the city, but is that at the expense of health and safety?
The city makes this a choice--when there is plenty of money to do both--why is the city and city council so averse to fixing flooding?
