Nothing has been posted by ADEM since 11-7-2024. What should have been posted? The MS4 2024 Annual Report (due January 2025) and the Stormwater Management Program Plan (SWMPP) (Due August 2025). Could it be because both the SWMPP and MS4 include information ADEM (November 7, 2024) requested Mayor Brocato remove from the MS4 2024 Annual Report? See the image above middle. The controversial language, map and legal citations were ADDED to the draft SWMPP. The final 2025 SWMPP has not been posted by Hoover or ADEM. See image above top right.

Hydro Engineering Solutions has been directly responsible for the preparation of the MS4 2024 Annual Report and its logo appears on the SWMPP (2018, 2021 and draft 2025). Phillip Corley was added as a responsible contact on the 2024 MS4 Annual Report. See image below left.
The November 7, 2024 letter from ADEM went to four Alabama Mayors: Hoover, Montgomery, Mobile and Prattville. This letter chastised the city for altering language, a map that did not represent the MS4 area and legal citations that were irrelevant. The common thread was Hydro Engineering Solutions.
Hydro Engineering Solutions wrote "The latest revision to Hoover's stormwater management ordinance (effective December 9, 2019) is available here Appendix II - Subdivision Regulations - Appendix A. Design Standards Article IX. Stormwater Management." [Hoover website] The city paid Hydro Engineering Solutions $26,855 for this five-page document, that allowed developers and contractors (with the city's approval), to avoid NPDES permit requirements through its awarding of waivers. This document, while titled Municipal Code, was never approved by the city council. See image below right.
The NPDES permit requires the city to inspect outfalls at least once in a five year cycle. The has approximately 250 outfalls. Hydro Engineering solutions inspects approximately 50 outfalls annually over a two or three-day period with one inspector. Invoices provided by the city indicate the cost in 2024 was $35,000.
