NEW:  MS4 2024

The MS4 is the annual report submitted to ADEM by the city to demonstrate progress on the SWMP (Stormwater Management Program) Plan. This report covers the time from October 1, 2022 through September 30, 2023.  Two changes are obvious from the previous reports. The city is redefining the MS4 Area; a map shows the area as city streets, no such map has appeared in previous years.  The report (page 17) presents the EPA definition of the MS4 area (including streets etc) and then redefines that using the word "limited to".  A final and equally concerning change is the addition of laws that the city seems to be using as limiters; our favorite as we have heard it so many times is that Alabama prohibits "municipalities from using public money and resources on private property unless the expenditure is deemed to fulfill a "public purpose".
