Residents report Hoover says "not accepted" and "private property" when there is damage to homes and property from flooding and stormwater. A request for documents (Open Records Act or ORA) on June 30, 2025 produced two interesting facts;
Fifty claims against the city were filed between October 6, 2021 and June 30, 2025 for flooding and/or stormwater damage.
Four repairs have been made to stormwater structures in the areas of approximately four of these claims.
The city did not provide any evidence that a single claim was approved. The process when claims are filed is that the city attorney (Mr. Corley) and city engineer (Mr. Reeves) will examine the claim and make a determination and provide a written response. Thus, fifty residents got letters denying their claims. Further, city infrastructure was repaired in four locations near a claim. For residents, the next step after a denial is to file a lawsuit.
This process is not serving the needs of residents. Copies of the documents request, the response and the process the city is supposed to use are below.
